    For decades, we have been developing comprehensive cybersecurity standards and guidelines in both the public an private sectors. Yet, despite our best efforts, we have yet to realize the full potential of the standards, guidelines, and associated technologies because of an inability to fully integrate cybersecurity requirements into main stream organizational mission and business processes including enterprise architecture, the system development life cycle, systems engineering, and acquisition. Stove piping cybersecurity programs and initiatives and not linking cybersecurity investments closer to the cost, schedule, and performance issues that are the main focus of mission/business owners and program managers, has had a negative effect on senior leaders being able to effectively manage cybersecurity-related risks in a world of increasing sophisticated and complex cyber threats.
